This guy is even con at level 25 - semi high magic resist but you can easily solo him for very easy experience up to level 29. Does not agro wandering Gnome Watchman. UPDATE: I like to afk camp him on some of my toons, he now gives the following faction hits and now will get assistance from the wandering guard!
