Named was changed to Councilor Juliah Lockheart on live. A council member in the court of Dain. When you spawn her after the turn-in for the 9th ring quest you have ~10 minutes to make the kill or she will despawn and you will need to repeat the 9th ring quest. No Coldain guards will social aggro with her after the turn-in. She can run down the hole in the council room while fleeing. Pull her to Thurgadin zone line to reduce this risk. Her max hit is 385, she has the lower attack value of a level 44 NPC which makes her easy for a small group of 60s. '''Note:''' The 'low atk' info above seems dubious, since she chewed through a 58 warrior pretty quickly too. She seems to have high magic resistance. Slow didn't land in 9 casts (after malo). Level 60SK had his lifetaps resisted. Druid fire spells were landing, though not every time. Level 60 shaman, ranger, sk and druid took her down very easily. Wizard instant clicky debuff eventually lands. Can be trident slowed. Can also be bard slowed. Dain faction may be required to reach her safely, and to finish her off when she flees. The {{:Ornate Velium Pendant}} has been confirmed to drop from the triggered version, but there are conflicting reports of whether the regular version also drops it.
